Hay que conseguir la aplicación de la Resolución 1860 del Consejo de Seguridad de la ONU

El Consejo de Seguridad de las Naciones Unidas ha dado un paso importante para parar la guerra en Gaza adoptando su resolución 1860.

Ahora tenemos que hacer cuantos esfuerzos sean posibles para conseguir su aplicación, que incluye la del Plan Egipcio, tal y como ha señalado el Presidente de la ANP, Mahmud Abbas, recibido ayer en Madrid por el Presidente del Gobierno, José Luis Rodríguez Zapatero, en un gesto que demuestra tanto el compromiso de España en el Próximo Oriente como el apoyo de nuestro país a la legalidad palestina.

Estos son los puntos dispositivos de la Resolución 1860:

1. The Security Council stresses the urgency of and calls for an immediate, durable and fully respected ceasefire, leading to the full withdrawal of Israeli forces from Gaza.

2. The Security Council calls for the unimpeded provision and distribution throughout Gaza of humanitarian assistance, including of food, fuel and medical treatment.

3. The Security Council welcomes the initiatives aimed at creating and opening humanitarian corridors and other mechanisms for the sustained delivery of humanitarian aid.

4. The Security Council calls on member states to support international efforts to alleviate the humanitarian and economic situation in Gaza, including through urgently needed additional contributions to UNWRA and through the Ad Hoc Liaison Committee.

5. The Security Council condemns all violence and hostilities directed against civilians and all acts of terrorist.

6. The Security Council calls upon member states to intensify efforts to provide arrangements and guarantees in Gaza in order to sustain a durable ceasefire and calm, including to prevent illicit trafficking in arms and ammunition and to ensure the sustained reopening of crossing points on the basis of the 2005 Agreement on Movement and Access between the Palestinian Authority; and in this regard, welcomes the Egyptian initiative, and other regional and international efforts that are underway.

7. The Security Council encourages tangible steps towards intra-Palestinian reconciliation including in support of mediation efforts of Egypt and the League of Arab States as expressed in the 26 November 2008 resolution, and consistent with Security Council Resolution 1850 (2008) and other relevant resolutions.

8. The Security Council calls for renewed and urgent efforts by the parties and the international community to achieve a comprehensive peace based on the vision of a region where two democratic states, Israel and Palestine, live side by side in peace with secure and recognized borders, as envisaged in Security Council Resolution 1850 (2008), and recalls also the important of the Arab Peace Initiative.

9. The Security Council welcomes the Quartet's consideration, in consultation with the parties, of an international meeting in Moscow in 2009.

El Partido Socialista Europeo reclama una solución pacífica para Gaza

El Partido Socialista Europeo pide al Gobierno israelí y a los responsables de Hamás que cesen cualquier actuación militar para frenar la espiral de víctimas y busquen una solución pacífica al conflicto. Así lo pone de manifiesto el comunicado de Poul Nyrup Rasmussen hecho público hoy por el Partido Socialista Europeo y que reproduzco a continuación en su original en inglés:

NO MILITARY SOLUTION FOR GAZA

PES President Poul Nyrup Rasmussen today warned “There is no military solution to the insecurity of life in and around Gaza. Only a comprehensive political agreement between Israel and Palestine will create the conditions for peace and security.”

“There is a real danger that the result of the conflict, in addition to the civilian casualties and humanitarian crisis, will be strengthened support for Hamas. Far from ending the violence this current round of conflict could simply increase the grip of Hamas on Gaza.”

“I am appalled by the bloody consequences of the end of the truce between Hamas and Israel. The violence and the military escalation in and around the Gaza strip is a tragedy leading to yet more innocent casualties. The PES condemns both the disproportionate use of force by Israel in the densely populated streets and alleys of Gaza, and the rocket attacks by Hamas aimed at civilians in the south of Israel.”

The PES calls for an immediate ceasefire, for greater EU efforts to stop the conflict, and supports the efforts of the Arab League and Egypt to resume political dialogue with Hamas. The PES supports the idea of a third-party monitoring mechanism to ensure compliance with any ceasefire agreement respecting Israeli and Palestinian security interests. A ceasefire agreement should mark the start of the lifting of the siege of Gaza, with immediate access for humanitarian supplies. The PES encourages renewed political dialogue between the different Palestinian political forces and a new power-sharing agreement between the Fatah faction in control in the West Bank and the Hamas leadership in Gaza. The PES also believes that a regional conference should be convened by the Quartet to negotiate a political agreement along the lines of the Arab League initiative.

“The Israel-Palestine conflict is at the heart of regional insecurity in the Middle East. The EU must do all it can to encourage the new Obama Administration to end the state of hostility between Palestine and Israel, and to ensure the creation of a Palestinian state as the building block of a new structure for regional security.”

Por la paz en el Próximo Oriente: España activa con el Gobierno de Zapatero

Los últimos días del año nos ofrecen una vez más un brutal espectáculo de muerte y destrucción en el Próximo Oriente.

Por mucha que sea -que lo es- la responsabilidad de Hamás en la espiral del violencia desatada este fin de semana, la ofensiva militar israelí es desproporcionada e injustificable.

Desde la Comunidad Internacional, la Unión Europea o España solo cabe pedir al Gobierno israelí y a los responsables de Hamás que cesen cualquier actuación militar para frenar la espiral de víctimas -muchas de ellas civiles- de los enfrentamientos.

La paz en el Próximo Oriente sigue siendo, tras décadas de conflicto, una prioridad para el Mundo.

La UE debe seguir empeñándose en contribuir a alcanzarla a través de la puesta en marcha de cuantas iniciativas sean precisas, utilizando cuantos instrumentos tiene a su alcance, como la Unión por el Mediterráneo.

Pero seamos claros: esa paz solo se alcanzará cuando Israel y Palestina sean dos estados soberanos y seguros en fronteras internacionalmente reconocidas.

Para ello es imprescindible que los moderados gobiernen en ambos lados del conflicto.

En Palestina, el Presidente Abbás, que, frente a la irrespnsabilidad de Hamás, representa el compromiso con el diálogo y la negociación.

En Israel es imprescindible evitar que ganen las elecciones aquellos que solo piensan en una solución armada a un conflicto político.

El Gobierno de Zapatero -como demuestra la rápida respuesta y actividad del Ministro Moratinos en estas horas dramáticas- está poniendo todo de parte de España para encontrar esa vía de paz y derechos.

Esperemos que Obama, una vez en la Casa Blanca, recupere el papel que los Estados Unidos jugaron por la paz en el Próximo Oriente con Bill Clinton y que, desgraciadamente, perdieron con George W. Bush.
